Role Overview
Our client, a Government of Canada defence organization, is seeking Senior Business Analysts to help build and run a centralized intake, triage and delivery enablement function. The function will assess and route innovation requests, turn them into clear requirements and delivery-ready work, and keep everything aligned with the modernization of the Military Personnel Management System (MPMS) and the move toward a future ERP environment.
You will work with business owners, enterprise architects and delivery teams to bring consistency and traceability to a large-scale transformation. You will also transfer knowledge to government staff so the function can be sustained after the contract ends.
We are hiring for two streams: Core (enterprise analysis, requirements, data and integration) and Agile Delivery Specialist (the same foundation, with a stronger focus on Agile delivery, intake and demand management, and ERP and enterprise architecture alignment). Please tell us which stream you are applying for, or whether you are open to either.
Key Responsibilities
- Assess innovation requests for business impact, urgency, feasibility and alignment with MPMS objectives, and recommend routing
- Write clear problem statements and identify assumptions, constraints and dependencies
- Document current-state systems, technical debt and legacy functionality, and perform As-Is to To-Be gap analyses
- Elicit, analyze and document business and functional requirements (SRS/FRD)
- Develop process maps, workflows and decision trees that define business logic and information flows
- Define and document data structures, interfaces and integration points between manual and automated processes and existing systems
- Develop user stories, backlog items and acceptance criteria, and support backlog refinement
- Prepare intake assessment reports and delivery options analyses with risks and recommended approaches
- Maintain intake decision logs and requirements traceability records
- Support validation and testing activities and adherence to departmental methodologies
- Document procedures, lessons learned and training materials, and lead knowledge transfer sessions
- Attend designated meetings and submit timesheets and status reports

- 5+ years within the last 10 years identifying and documenting system and process interfaces and integration dependencies
