Procom is looking for a Senior Business Consultant to join Global Affairs Canada as a BRM Strategic Advisor. You will help the IM/IT Bureau mature and operationalize its Business Relationship Management function, aligning technology investments with business priorities and strengthening the bridge between IT and the organizations it serves. What You'll Do
  • Review existing BRM practices, performance measures, and stakeholder engagement to identify strengths and gaps.
  • Analyze the BRM Target Operating Model (TOM) and recommend ways to improve its maturity.
  • Develop approaches to operationalize the TOM, including data collection, performance measurement, and reporting.
  • Support BRM leadership in day-to-day business and operational relationship management.
  • Design and help implement a transition plan built on sound change management practices.
  • Provide subject matter expertise and advisory support to senior leadership, including executive-level presentations and briefings.
  • Conduct a post-completion review capturing outcomes, lessons learned, and recommendations.
What You Bring — Mandatory Qualifications
  • A secondary school diploma and/or a certificate, diploma, or degree in a relevant field from a recognized Canadian post-secondary institution, or an acceptable combination of education, training, and experience.
  • A minimum of 48 months' experience in a Business Relationship Management (BRM) role within an IM/IT organization, covering at least 4 of: facilitating strategic partnerships between business and IT; managing demand intake and prioritization; developing stakeholder/relationship management plans; acting as liaison during service disruptions; leading change management for new digital services.
  • A minimum of 36 months' experience (within the last 5 years) providing strategic advisory services within an IM/IT organization, including reviewing/recommending policy and governance amendments, analyzing briefing and policy documentation, proposing procedures to strengthen operations, and advising senior leadership on digital strategy.
What Sets You Apart — Rated Criteria This opportunity is evaluated 70% on technical merit and 30% on price, so strength in these areas directly improves the bid's competitiveness. The following are scored (60 points total, 40 minimum required):
  • 24+ months (last 5 years) developing executive-facing communications on BRM value, progress, and strategic direction (10 pts).
  • 24+ months developing change management strategies and plans — communications, training, reinforcement, and lessons learned (10 pts).
  • 24+ months assessing and improving BRM practices, including Results-Based Management and Accountability Framework advisory (10 pts).
  • 24+ months in Executive Advisory Services, advising Director, Director General, Executive Director, or ADM-level stakeholders (15 pts).
  • 24+ months developing, assessing, or operationalizing Target Operating Models (15 pts).
A separate TSPS Flexible Grid also applies (Senior level requires a minimum of 100 points): university degree (35 pts) or college diploma (25 pts), a relevant professional certification (15 pts), and BRM category experience on a sliding scale up to 65 pts for 10+ years.

This posting is for a public sector assignment. Compensation will be determined through the competitive bidding process and will be within the approved rate structure for this assignment.
