Job Description

Procom is sourcing for  Data Migration Developer to support in-house software development and sustainment activities for the Directorate of Aerospace Equipment Business Management for our public sector client. The team will work with Oracle SQL and Oracle Application Express (APEX) to build and maintain products such as AeroSync and the Airworthiness Risk Management (AWRM) system. Location Work Location 455 Boulevard de la Carrière, Gatineau, QC (or other NCR locations as required by the Technical Authority) Work Arrangement Primarily on-site; hybrid may be permitted  Travel Requirement None – no travel is expected     Contract Duration Contract Period 4 years from the date of contract award (exact start/end dates to be confirmed at award) Estimated Level of Effort 900 days per resource over the contract period Maximum Daily Rate open     Security Clearance Requirements

• Contractor (firm) must hold a valid Facility Security Clearance at the SECRET level, issued by the Contract Security Program (CSP), PWGSC, for the full contract period

Data Migration Developer (A.6, Level 3) Ref. Mandatory Criteria – Data Migration Developer MT3.1 Post-secondary degree or diploma in engineering, science, computer science, mathematics, or a technology domain (same credential rules as above). MT3.2 Minimum 120 months (within the last 180 months) of demonstrated experience as a software developer and/or database modeller. MT3.3 Minimum 12 months (within the last 60 months) of demonstrated experience migrating/translating data from source formats (files, legacy systems, relational databases) into Oracle database environments. Point-Rated Technical Scoring (in addition to mandatory criteria) PRT3.1 (4 pts): 24+ months (last 120) migrating data from files, legacy systems or relational databases into Oracle – extract, transform/map, and load into staging or production schemas.
- PRT3.2 (5 pts): 24+ months (last 120) developing complex queries, stored procedures, functions, triggers and database objects in Oracle PL/SQL and/or SQL Server T-SQL.
- PRT3.3 (5 pts): 24+ months (last 180) in Microsoft Access environments – designing/developing Access applications, building forms with VBA (validation, workflow automation, event-driven logic), and troubleshooting/optimizing VBA, macros, forms and reports.
- PRT3.4 (3 pts): 12+ months (last 120) developing applications in Oracle Application Express (APEX). 60+ months earns full points.
- RT3.5 (2 pts): Experience in the last 60 months with Microsoft Access, Azure DevOps, Oracle SQL Developer, Unified Codes, APEX Office Print (AOP) – 0.5 pt per tool.
- RT3.6 (1 pt): 12+ months (last 120) in Aviation/Aerospace and/or with the RCAF or DGAEPM – 0.5 pt per domain/organization.
  Data Migration Developer

• Analyze and translate legacy datasets (MS Excel, MS Access, and other sources) into Oracle/APEX-compatible structures.
• Plan and execute end-to-end ETL activities (staging, transforming, validating, loading) and support/troubleshoot legacy MS Access/SQL Server applications such as AWRM.

 

This posting is for a public sector assignment. Compensation will be determined through the competitive bidding process and will be within the approved rate structure for this assignment.
