Procom is currently looking for a Database Modeller for our client in the public sector

Mandatory Skills

• Must hold a post-secondary degree or diploma in engineering, science, computer science, mathematics or a technology domain.
• Must have a minimum of one hundred and twenty (120) months within the last one hundred and eighty (180) months of demonstrated experience working as a software developer, database modeller and/or database administrator.
• Must have a minimum of thirty six (36) months, within the last sixty (60) months, of demonstrated experience developing and maintaining Oracle databases, including writing complex SQL queries and developing stored procedures, functions, packages, and triggers in Oracle PL/SQL (Procedural Language for Structured Query Language).

The scope of work of the Contract includes, but is not limited to:

The Database Modeller professional will be expected to execute the following tasks during this contract, but not limited to:

• Requirements & Collaboration: Collaborate with stakeholders, team members, Product Owners, and Business Analysts to understand requirements, refine data needs, and support the delivery of iterative, value?focused solutions.
• Agile Participation: Actively participate in Agile ceremonies, including stand?ups, sprint planning, reviews, and retrospectives.
• Tooling & Development Practices: Use software development and lifecycle tools such as Oracle SQL Developer, Azure DevOps, and Git to ensure quality, maintain version control, and support configuration management.
• Communication: Communicate proactively and effectively with all team members and stakeholders.
• Compliance: Ensure adherence to DND standards, including information security requirements and data?handling practices.
• Build & Release Process Compliance: Follow DAEBM’s established build and release management processes for Development, Test, Pre?Prod, and Production environments, including,  all procedures for code promotion, database updates, validation steps, documentation, and required approvals.
• Accessibility standard: As part of a commitment to an accessible and barrier-free Canada, the resources must provide contract deliverables which follow the Government of Canada web accessibility standards as directed by the TA.
• 5.2 Specific tasks for the One (1) (A.6) Programmer/Software Developers – Level 3 – entitled Full-Stack Developer
• Product Support: Support in?house software products, as directed by the Technical Authority (TA), by providing full?stack development expertise across the application’s UI and data layers.
• Backend Development (Oracle SQL & PL/SQL): Develop, enhance, and maintain backend logic in Oracle databases, including writing and optimizing complex SQL queries, stored procedures, functions, packages, and triggers using Oracle PL/SQL.
• Frontend/UI Development (Oracle APEX): Design, enhance, and maintain user interfaces in Oracle APEX. This includes interpreting and translating user stories, business requirements, and user?research findings into intuitive UI designs, workflows, wireframes, and interactive prototypes.
• Documentation: Document software designs, system architecture, processes, and the codebase, including technical notes, comments, and other supporting materials required for maintainability.
• 5.3 Specific tasks for the One (1) (I.4) Database Modeller / Information Management Modeller – Level 3 – entitled Database Modeller resource:
• Product Support: Support in-house software products, as directed by the Technical Authority (TA), by providing database and data model expertise.
• Data Modelling: Design, develop, enhance, and maintain conceptual, logical, and physical data models for Oracle database environments, ensuring consistency, integrity, and alignment with business and system requirements.
• Database Development: Design, enhance, and maintain Oracle database structures, including developing complex SQL queries and creating PL/SQL stored procedures, functions, packages, and triggers.
• Performance Optimization: Optimize database performance through activities such as query tuning, indexing improvements, bottleneck analysis, and the use of monitoring and diagnostic tools.
• Data Migration Support: Work collaboratively with the Data Migration Developer to define and validate source?to?target mappings, transformation rules, and data quality expectations. Ensure that extraction, transformation and load (ETL) activities align with approved data models and database design principles.
• Documentation: Produce and maintain documentation related to data models, database design, system architecture, and development processes, including technical notes and code?related documentation.
• 5.4 Specific tasks for the One (1) (A.6) Programmer/Software Developer – Level 3 – entitled Data Migration Developer
• Product Support: Support in?house software products, as directed by the Technical Authority (TA), by providing data?migration expertise and ensuring data readiness across systems.
• Source Data Analysis & Translation: Analyze, interpret, and translate legacy source datasets—including MS Excel, MS Access, and other file?based or system?based sources—into structures compatible with Oracle database and Oracle APEX environments. Activities include data profiling, identification of data?quality issues, mapping source?to?target fields, and preparing transformation specifications.
• ETL Execution & Data Migration: Plan and perform end?to?end ETL activities to migrate datasets from legacy sources into Oracle environments. This includes staging, transforming, validating, and loading data using Oracle SQL, PL/SQL, and applicable APEX utilities, ensuring migrated data meets accuracy, completeness, and integrity standards.
• Legacy Application Support: Troubleshoot, debug, and enhance legacy MS Access–based and/or MS SQL Server–based applications (such as AWRM) to sustain legacy support services and enable required data extraction and migration activities. This work may involve the use of MS Access, T?SQL, and Microsoft VBA, as appropriate.
• Documentation: Document data mappings, transformation logic, business rules, profiling results, data?quality findings, and any migration?specific assumptions or technical notes required for transparency and repeatability.
• Development & Testing: At the discretion of the TA, this resource may also be used to support software development activities, including bug and change request development, peer code-reviews, testing and test script development.

This posting is for a public sector assignment. Compensation will be determined through the competitive bidding process and will be within the approved rate structure for this assignment.
