On behalf of our client, Procom is seeking an Enterprise Architect - Healthcare Systems

Enterprise Architect - Healthcare Systems:

The Enterprise Architect will work under the direction of the Project Director, CAD Replacement Program (BCEHS) and the PHSA PDS Enterprise Architecture. The Enterprise Architect is a full time over a time-boxed 6-month Planning & Scoping phase, alongside a Project Director, Business Architect, and Senior Business Analyst on a core team. The Enterprise Architect will provide the following deliverables:

  • Produce an Enterprise Architecture view of BCEHS core clinical systems, with CAD as the focal capability and its adjacent system dependencies (clinical systems, reporting/analytics, billing, telephony/NG911, mobile field, partner systems, and integration middleware) made explicit.
  • Confirm alignment of the near-term CAD replacement path with the long-term BCEHS services strategy and the broader Shared Services Organization (SSO) context, so the selected direction supports the intended future state.
  • Draft the technical and clinical requirements section for the provincial CAD replacement RFP, including safety-critical workflow controls, interlocks, escalation rules, auditability, end-to-end traceability, and non-functional requirements (performance, resilience, security, privacy).
  • Complete an end-to-end interface inventory and document the CAD integration landscape, including legacy brokers/components, NG911/telephony dependencies, clinical data flows, billing/reporting pipelines, and data continuity/records retention requirements beyond the current production retention window.
  • Support development of a core quantified benefits realization schedule for the main workflows expected to improve through modern CAD optimization (dispatch deployment and recommend-unit logic, clinical routing to Clinical Hub, paramedic situational awareness and mobile CAD, first responder notification, event replay/investigation, and degraded-mode operations).
  • Support the refresh and refine the program estimate, roadmap, and resourcing model so the next decision gate is tied to clearer scope, outcomes, and delivery assumptions. Further RFP drafting beyond technical and clinical requirements is deferred until a formal proceed decision.
  • Reinforce a configuration-first architectural posture for the future CAD platform to minimize bespoke customization, reduce key-person dependency, and align with target-state supportability, hosting, resilience/DR/BCP, security (STRA, penetration testing), and privacy (PIA) expectations. Account for in-vehicle device lifecycle (iOS and Windows 10 to Windows 11) and mobile CAD as a core field capability.
  • Collaborate with cross-functional and multi-disciplinary teams across BCEHS (Dispatch Operations, Clinical Hub, Paramedic Practice, Patient Safety), Enterprise Architecture, IMIT, procurement, and the Ministry of Health to complete assigned tasks and deliverables, and to lead/facilitate meetings with SMEs to develop and validate current-state and target architectures.


Enterprise Architect - Healthcare Systems Mandatory Skills:

  • Ten (10) year’s recent, related experience in enterprise and/or solution architecture and facilitating and managing consultation processes with a wide range of stakeholder groups.
  • A level of education, training, and experience equivalent to a degree in data science, health information science, and/or computer science including training and/or experience in enterprise architecture in the healthcare domain.
  • Experience working within the BC Health Sector and/or similar province-wide health systems (preferably across multiple provinces and/or national experience)
  • Experience with architecture in diagnostic domains including laboratory, medical imaging
  • Experience in large-scale healthcare interoperability or integration projects
  • Ability to effectively navigate and deliver results in a large and complex environment.
  • Forward thinking, analytical, interpersonal, and problem-solving skills
  • Strong verbal and written communication skills, with the ability to explain concepts and topics in lay terms to non-subject matter experts and build consensus and credibility among diverse stakeholders.
  • Proven success in architecting enterprise solutions with an emphasis on business/strategic considerations.
  • Able to work expeditiously as an individual contributor and as a team member.
  • Ability to coordinate, prioritize and complete multiple tasks.
  • Experience with mission-critical public safety / emergency communications platforms (CAD, PSAP, 911/NG911, mobile field solutions) or comparable mission-critical operational systems
  • Experience with NG911 / NENA i3 concepts, location services (device-based, indoor/vertical), IoT ingestion, and modern telephony interface patterns
  • Demonstrated experience replacing or modernizing heavily-customized vendor platforms using a configuration-first approach, with explicit attention to sustainment, key-person dependency, and vendor supportability
  • Experience drafting technical and clinical requirements packages for large-scale public-sector procurements (RFP), including safety-critical acceptance criteria, non-functional requirements, and evaluation-ready scoring inputs
  • Familiarity with BCEHS and/or other emergency medical services, paramedic, or public safety operating environments, including the interaction of dispatch, clinical hub, and field workflows

Experience with cloud-hosted mission-critical workloads (e.g., AWS/Azure), redundant private network design, DR/BCP engineering and exercise-based validation, and security/privacy assurance activities (STRA, PIA, penetration testing)
