Duration: Initial 1-Year Contract with Two 1-Year Extension Options

About the Opportunity

Procom is seeking an experienced IT Programmer/Analyst (Level 3) to support the Canadian Institutes of Health Research (CIHR) under the Task-Based Informatics Professional Services (TBIPS) Supply Arrangement. The successful consultant will join CIHR's Digital and Security Services Branch (DSS) to support the design, development, and enhancement of CIHR's grants management systems — ResearchNet, the Electronic Information System (EIS), and the Funded Decisions Database — as well as technical operations support for the Canadian Common CV (CCV) and internal workflow automation solutions.

This is an excellent opportunity for a senior Java developer with deep enterprise application experience looking to support a federal health research agency's digital transformation and system modernization initiatives.

Key Responsibilities

The selected consultant will be responsible for activities that may include:

• Performing requirements analysis, translating functional and non-functional requirements into technical design documentation
• Developing and presenting technical solution options, evaluating feasibility, scalability, and cost, and recommending the most suitable approach
• Creating detailed solution design documentation, including data flow diagrams, that aligns with organizational standards
• Designing, developing, unit testing, and implementing enhancements to existing systems or new technical solutions
• Producing unit test plans and test cases, conducting unit testing, and supporting integration testing
• Ensuring code quality, maintainability, and adherence to Government of Canada and organizational coding standards
• Delivering source code to Git repositories following branching and version control standards, and database DDL/DML scripts as required
• Conducting root-cause analysis for production issues and implementing fixes
• Participating in sprint reviews, technical walk-throughs, and scrum meetings
• Providing knowledge transfer, training materials, and documentation to internal teams
• Preparing level-of-effort estimates and providing timely status updates to the Technical Authority

Mandatory Qualifications

Candidates must demonstrate:

• A minimum of ten (10) years of work experience within the last fifteen (15) years as a Programmer/Analyst developing enterprise-level, Java-based web applications (multi-user, multi-tier, business-critical, secure, integrated, high-availability, large data volume)
• A minimum of three (3) years of experience in each of the following: J2EE, Spring Framework, SpringBoot, JSP, JMS, AJAX, JavaScript, JUnit, XML, JSON, SQL, Web Services (SOAP and RESTful), enterprise-level application servers, and OpenID Connect/OAuth 2
• Work experience developing web applications using Java 11 or higher
• A minimum of three (3) years of experience as a Programmer/Analyst working on teams of at least three (3) developers

Legacy & Database Technologies

• PL/SQL, Oracle 14C+ Application/WebLogic Server, Oracle 19C+ Database
• Struts, iText, Hibernate, JQuery

Development Environment

• Experience developing software in a team coding environment (3+ developers) using Eclipse/MyEclipse integrated with Git/GitHub
• Experience providing operations support for enterprise-level web applications, including investigating production issues, debugging application logic, and preparing database adjustments

Microsoft Stack

• MS/Adoxio Portals, ASP, .NET, C#
• MS Power Platform (Model-Driven Apps, Canvas Apps, Power BI, Power Automate)
• MS Azure DevOps, MS Visual Studio
• MS Dynamics CRM v2104+ / Dynamics 365 workflows, workflow assemblies and plugins
• SQL Server, SQL Server Reporting Services (SSRS), XrmToolBox
• PowerShell, Python

Experience

• Preference given to consultants with 24+ months translating complex business and technical requirements into systems design and specifications
