On behalf of our client, Procom Consultants Group is actively seeking a Lead Program Manager - Procurement Digital Workplace Solutions.
Position Overview The Lead Program Manager is responsible for planning, coordinating and overseeing complex initiatives that support the evolution of the next-generation Digital Workplace Solutions model across public healthcare facilities in British Columbia. Replacing the current Workplace Evolving Services and Technologies (WEST) agreement, this role is critical to bridging strategy and execution, ensuring that approved changes are successfully implemented and deliver intended organizational, operational, and service outcomes while maintaining continuity of service. The Lead Program Manager will operate within the Alliance Office's Procurement Delivery Team and provide direct strategic and tactical support to the Procurement Executive Steering Committee (PESC).

1. Program Planning & Roadmap ManagementEstablishes a clear path from strategy to implementation.
- Develop and maintain integrated transformation roadmaps, implementation plans, and milestone schedules.
- Translate strategic objectives into actionable workplans, deliverables, and implementation activities.
- Coordinate sequencing of work across multiple initiatives, projects, and teams.
- Identify critical path activities, dependencies, constraints, and resource requirements.
Enables the successful implementation of future-state services and accountability models.
- Lead planning and coordination activities required to support service transitions, accountability changes, and operating model implementation.
- Develop transition readiness criteria and implementation frameworks. Coordinate transition activities across internal teams, vendors, service providers, and external partners. Monitor progress and address barriers to successful implementation.
Align workstreams, resources, and decisions to achieve transformation outcomes.
- Establish integrated governance, reporting, and planning processes across multiple workstreams.
- Coordinate activities among service architecture, procurement, commercial, operational, and transition teams.
- Ensure decisions, deliverables, and timelines remain aligned across all participating groups.
- Facilitate resolution of interdependencies and competing priorities.
Provides transparency, decision support, and oversight throughout implementation.
- Develop executive-level reporting, dashboards, milestone reporting, and status updates.
- Support governance forums through preparation of decision materials, briefing notes, and recommendations.
- Escalate risks, issues, and decisions requiring executive direction.
- Significant experience leading large-scale sourcing, transition, and service redesign initiatives, including outsourcing, selective insourcing, service divestiture, and hybrid service delivery strategies.
- Demonstrated success developing integrated road maps, implementation plans, and transition strategies.
- Strong knowledge of program management, dependency management, risk management, and implementation planning practices.
- Familiarity with a broad taxonomy of digital workplace services, including Technical and Clinical Service Desks, Device Procurement, Asset Management, Technology Refresh Programs, and Information Security.
Lead Program Manager - Procurement Digital Workplace Solutions Mandatory Skills
- External Information: Minimum of 7–10+ years of complex program management and enterprise-level IT procurement experience, ideally within the public sector or healthcare environments. PMP, ITIL, or equivalent supply chain/procurement certifications are highly preferred.
- Minimum 10 years of experience leading large-scale enterprise technology transformation, sourcing, transition, or service modernization programs.
- Demonstrated experience developing and managing complex program roadmaps, implementation plans, governance frameworks, and executive reporting processes.
- Proven experience leading large, multi-stakeholder initiatives involving procurement, service transitions, outsourcing, insourcing, or managed services environments.
- Strong knowledge of program management disciplines, including dependency management, risk management, change management, and implementation planning.
- Experience coordinating cross-functional teams consisting of technical, operational, procurement, commercial, financial, and executive stakeholders.
- Knowledge of Digital Workplace Services, including service desk operations, IT service management, endpoint management, asset management, device lifecycle management, technology refresh programs, and information security services.
- Experience supporting executive governance bodies through the preparation of decision materials, briefing notes, status reporting, and recommendations.
- Experience within public sector, healthcare, or other highly regulated environments is strongly preferred.
- Professional certification such as PMP, PgMP, ITIL, Prosci, or equivalent program management certification is preferred.
- Excellent communication, facilitation, stakeholder engagement, and executive presentation skills.
