Procurement Specialist - Digital Workplace Solutions

On behalf of our client, Procom Consultants Group is actively seeking a Procurement Specialist - Digital Workplace Solutions.

Position Overview The Deal Architect / Procurement Strategy Lead will define and execute the overarching sourcing strategy, commercial model, and negotiation approach for the next-generation Digital Workplace Solutions across British Columbia’s health system. As the province transitions away from the legacy Workplace Evolving Services and Technologies (WEST) agreement by March 2028/2029, this critical role will support the evolution of the current service delivery model to better enable flexibility, accountability, and alignment with future organizational and service requirements through the development of outcome-oriented and modular service structures. Operating within the Alliance Office’s Procurement Delivery Team, the Deal Architect will provide strategic recommendations directly to the Procurement Executive Steering Committee (PESC). The role is supported by a dedicated initial funding allocation for the FY26/27 procurement planning phase.
 

Procurement Specialist - Digital Workplace Solutions Job Details

1. Strategic Sourcing & Procurement Pathway Development
  • Procurement Strategy: Evaluate and recommend the optimal procurement pathway—analyzing options such as a full procurement, direct award extensions, or a hybrid service redesign with gradual divestiture—to maximize value and minimize transition risk.
  • Modular Architecture: Design the sourcing strategy around a modular service structure, enabling the provincial health system to flexibly adjust scope, service design, and delivery approaches without requiring full contract renegotiations.
  • Market Engagement: Direct requests for information and market scans to inform the future state, actively evaluating the optimal balance of insourcing versus outsourcing specific service components.
2. Commercial & Economic Model Design
  • Value-Driven Financials: Dismantle the legacy device-centric economic model and replace it with a transparent, value-based pricing structure that provides full visibility into cost drivers.
  • Cost Control & Mark-ups: Develop commercial mechanisms to prevent routine IT evolution (e.g., Windows 11 and Microsoft 365 upgrades) or simple fixes from being misclassified and billed as expensive projects. Establish strict maximum mark-up percentages for non-standard project quotes.
  • Innovation & Automation Incentives: Structure the economic model to directly incentivize the service provider to deploy intelligent automation, AI-assisted tools, and process optimizations that create shared savings and streamline clinical workflows.
3. Contract Architecture & Negotiation Approach
  • Enforceable SLAs: Translate high-level, aspirational performance goals into precise, measurable, and enforceable operational metrics (SLAs) with clear performance-based incentives and financial remedies.
  • Clear Scope Boundaries: Define explicit service boundaries and obligations in the contract to eliminate ambiguity, ensuring the service provider is held directly accountable and preventing risk and effort from shifting back to the provincial health system.
  • Tool & Data Ownership: Negotiate contract terms that mandate enterprise ownership and unrestricted access to foundational tools (specifically the ITSM platform, ServiceNow) and performance data, ensuring independent validation of vendor performance.
  • Negotiation Execution: Develop the formal negotiation mandate and lead contract negotiations to secure the target commercial model and structural changes.
4. Governance & Stakeholder Alignment
  • Decisive Authority Alignment: Structure the agreement to empower a strong Provincial Integrator Authority (the Alliance Office), moving away from slow, consensus-driven governance models to ensure decisive system-wide prioritization and performance enforcement.
  • Clinical Integration: Ensure the commercial and service models structurally embed clinical context and patient safety into foundational service desks and escalation processes.
Core Competencies & Scope of Knowledge
  • Deep expertise in enterprise IT outsourcing, commercial deal structuring, and complex public-sector procurement lifecycles (Planning, Procurement, Negotiation, and Transition).
  • Proven experience operating in public-sector or regulated environments with strong governance and accountability requirements.
  • Demonstrated ability to develop and mature complex accountability and commercial frameworks within multi-party service delivery environments.
  • Strong financial acumen to address "fee compression," model Total Cost of Ownership (TCO), and build outcomes-based contracting structures.

 

Procurement Specialist - Digital Workplace Solutions Mandatory Skills

  • Minimum of 10+ years of experience as a Deal Architect, Commercial Director, or Lead Negotiator in large-scale managed IT services or digital workplace implementations. Advanced negotiation certifications and strong familiarity with ITIL and modern ITSM tooling (ServiceNow) are highly preferred.
  • Experience leading sourcing or contract transformation initiatives exceeding $100M in contract value.
  • Experience within provincial healthcare systems or other large public-sector organizations with multi-stakeholder governance structures.
  • Professional certifications such as:
    • Certified Commercial Contracts Manager (CCCM)
    • Certified Professional Contracts Manager (CPCM)
    • MCIPS (Chartered Institute of Procurement & Supply)
    • PMP
    • ITIL Expert / Managing Professional
    • ServiceNow certifications
  • Experience implementing or negotiating AI, automation, and digital workplace modernization initiatives within managed services environments.
  • Experience transitioning organizations from monolithic outsourcing agreements to modular, multi-vendor service delivery models.
  • Experience serving as an advisor to executive steering committees, boards, deputy ministers, health authority executives, or equivalent senior governance bodies.
