Program Manager:
On behalf of our Utilities client, Procom is searching for a Program Manager for a 12-month role. This position is a hybrid position with 3 days onsite at our client’s Toronto, Ontario office.

Program Manager - Job Description:
The Senior Program Manager will lead a complex enterprise technology transformation program involving multiple projects and interdependent workstreams. The role involves establishing integrated plans and governance, aligning stakeholders, managing financials, delivery risks, and dependencies, and providing executive-level reporting to ensure outcomes are delivered within approved scope, schedule, cost, and quality expectations.

Program Manager - Responsibilities:
• Own the integrated program roadmap and delivery plan across projects, workstreams, vendors, and business teams.
• Establish and operate program governance, including decision forums and financial oversight.
• Proactively manage program-level risks and dependencies, escalating with impact assessments and recommendations.
• Develop and maintain program financial plans, forecasts, and resource plans.
• Coordinate multiple project managers and delivery leads to ensure workstream plans align with the integrated schedule.
• Lead stakeholder alignment and resolve competing priorities to maintain focus on business outcomes.
• Prepare concise, decision-oriented updates for sponsors and executive leadership.
• Manage vendor delivery and performance, including alignment to statements of work and issue resolution.

Program Manager - Mandatory Skills:
• 10+ years of progressive program or project management experience.
• Strong program governance, integrated planning, and financial management skills.
• Proven ability to manage multiple workstreams and stakeholders in a matrix organization.
• Excellent executive presence and communication skills.
• Strategic thinker with hands-on delivery leadership.
• Bachelor’s degree in business, computer science, technology, or a related discipline.
• Project Management Professional (PMP) designation or equivalent credential.

Program Manager – Nice-to-Have Skills:
• Experience working across Canadian and U.S. teams.
• Experience in a regulated utility or complex enterprise environment.
• Experience with large application modernization and enterprise platform transformation.
• Experience with procurement and vendor lifecycle activities.
• Experience supporting organizational change and post-implementation stabilization.

This is a 12-month contract position.
