Project Management Specialist – Regulatory Program Implementation

Location: Hybrid (Ottawa, ON — minimum 12 days on-site per month; fully remote not accepted)
Type: Contract, November 2026 – December 2027 (option to extend 12 months)
Clearance: Must be eligible to obtain Reliability Status (minimum 5 years verifiable personal history)
Language: English required

About the Role
We're seeking a Project Management Specialist to lead implementation of a new regulatory program for a large Canadian financial institution, coordinating delivery across policy, operations, and technology workstreams. This is a high-visibility PM role covering integrated planning, risk management, stakeholder engagement, and delivery oversight for a large, complex, multi-workstream initiative.

Key Responsibilities

• Provide project management expertise across all project activities, working with internal and external stakeholders, project teams, and groups using proven PM best practices and methodologies
• Coordinate the overall implementation of a new regulatory program, including developing, maintaining, and evolving integrated work plans, schedules, and delivery strategies
• Drive planning and execution of project workstreams across policy, operations, and technology
• Coordinate technology workstream activities and work closely with the IT Program Lead during planning, solution selection, configuration, implementation, and transition to operational support
• Identify, monitor, and mitigate project risks, issues, and interdependencies while delivering scope and work plans within established quality standards and timelines
• Shape delivery reporting, performance indicators, and escalation mechanisms to support timely decision-making
• Develop and maintain stakeholder relationships to proactively identify delivery risks and mitigation strategies
• Provide regular project status updates to senior management and/or the sponsor/client
• Ensure all project deliverables, documentation, and processes are completed
• Support go-live readiness activities and implementation hand-offs, ensuring operational, supervisory, and technical readiness
• Related activities and deliverables, as required

Required Qualifications

• University degree or college diploma in information technology, project management, or business analysis
• PMP (Project Management Professional) certification
• Minimum 10 years of demonstrated experience contributing to large, complex, multi-year projects involving 40+ project team members, managing multiple concurrent initiatives across policy, business process, operational, and technology domains
• Minimum 4 years of recent demonstrated project management experience supporting complex business and technology initiatives
• Minimum 5 years of demonstrated experience delivering strategic projects using Agile or hybrid (Agile/Waterfall) delivery methodologies
• Demonstrated experience identifying, assessing, monitoring, and mitigating project risks, issues, dependencies, and interdependencies
• Demonstrated experience producing clear, concise, professional documentation for senior leadership and technical audiences
• Demonstrated experience facilitating workshops, meetings, and discussions to achieve consensus and advance project objectives
• Demonstrated experience developing, maintaining, and managing integrated project plans, schedules, dependencies, and delivery roadmaps across multiple workstreams

Technical Skills

• Demonstrated knowledge of Microsoft Azure cloud-based solutions and services, gained through supporting or participating in Azure technology implementation projects
