Project Manager/Business Analyst

On behalf of our client, Procom is seeking a Project Manager/Business Analyst for a 6-month engagement in Vancouver, BC. This role has a strong likelihood of extension. 

Project Manager Job Details
Our client wishes to engage an experienced Project Manager/Business Analyst (PMBA) to lead their enterprise software implementation projects beginning in October 2026.

The PMBA will combine project leadership and business analysis expertise to deliver
complex enterprise software solutions from planning through operational support. Working
with organization stakeholders, IT, and vendor teams, the PMBA will establish project
governance, facilitate requirements validation and decision-making, coordinate
configuration, integrations, data migration, testing, training, deployment, and user
adoption, and support post-go-live stabilization.

The initial focus will be implementation of TRIUMF's Environmental, Health, Safety, and
Quality (EHSQ) management platform and stabilization of the recently implemented
Computerized Maintenance Management System (CMMS). The PMBA will evaluate solution
options and trade-offs, drive timely decisions, and ensure the systems meet operational,
regulatory, and user requirements.

Role and Responsibilities

Governance and Project Leadership

The PMBA shall:
• Establish and facilitate project governance, including the Steering Committee, project team, and Design Authority group.
• Define and maintain decision-making processes, approval authorities, and escalation pathways.
• Develop and maintain project plans, schedules, milestone tracking, decision logs,
risk register, and status reporting.
• Manage scope, schedule, budget, resources, risks, issues, dependencies, and vendor deliverables.
• Ensure required organizational, IT, and vendor inputs are provided in a timely manner to support project delivery and go-live readiness.

Business Analysis and Design Validation

The PMBA shall:
• Facilitate discovery sessions, validation workshops, and design reviews with stakeholders and vendors.
• Coordinate review and validation of vendor-provided workflows, forms, taxonomies, using a structured Accept, Modify, or Reject decision model.
• Develop and maintain design principles, acceptance criteria, and validation scenarios to guide implementation decisions.
• Coordinate validation of organization processes, workflows, rules, roles, and accountabilities.
• Evaluate solution options, implementation trade-offs, and proposed customizations, with a preference for standard system functionality where practical.

Stakeholder and Vendor Management

The PMBA shall:
• Coordinate activities across EHS, Quality, Operations, IT, HR, internal stakeholders, and vendor teams.
• Drive timely decisions and approvals by identifying decision requirements, assigning decision owners, and escalating delays as required.
• Manage stakeholder expectations and facilitate resolution of competing requirements and priorities.
• Serve as the primary point of coordination with software vendors regarding workshops, deliverables, issues, demonstrations, and implementation activities.

Configuration, Integration, and Data Migration

The PMBA shall:
• Define and coordinate organizational, security, reporting, integration, and data migration requirements, including organizational structures, location hierarchies, user roles, access requirements, and organization data required for system configuration.
• Coordinate integration activities involving Microsoft Entra ID, Workday, and other required systems.
• Support data migration planning, data preparation, mapping, cleansing, validation, and reconciliation activities.
• Validate configured solutions to ensure alignment with approved requirements and design principles.

Testing, Deployment, and Adoption

The PMBA shall:
• Develop and coordinate scenario-based user acceptance testing (UAT).
• Ensure test scenarios are executed, defects are tracked and resolved, and go-live readiness criteria are met.
• Coordinate training, communications, stakeholder engagement, and super-user development activities to support user adoption.
• Facilitate go-live planning and operational readiness activities, including user provisioning, role assignment, support processes, and helpdesk readiness.

Post-Go-Live Support and Continuous Improvement
The PMBA shall:
• Coordinate post-go-live stabilization and hypercare activities, including monitoring user adoption, system performance, issues, and stakeholder feedback.
• Support alignment of procedures, work instructions, and policies with implemented system workflows.
• Establish ongoing governance processes and support continuous improvement, reporting, data quality management, and enhancement planning

Project Manager Mandatory Skills

  • PMI PMP certification is required.
  • PMI PBA or IIBA CCBA or CBAP certifications preferred
  • ITIL certification not required but would be an asset.5+ years of project management experience leading enterprise software
    implementations involving organization’s stakeholders, vendors, and technical
    teams.
  • Experience managing the full software implementation lifecycle from discovery
    through deployment, stabilization, and transition to operations.
  • Experience establishing project governance and managing project controls,
    including scope, schedule, budget, resources, risks, issues, dependencies,
    approvals, and escalations.
  • Experience developing project documentation and coordinating activities across
    stakeholders, IT, HR, vendors, and implementation partners.
  • Experience leading organizational change, communications, training, user
    adoption, and operational readiness initiatives.
  • Proficiency with Microsoft Project, Asana, or equivalent project management tools.
Business Analysis:
  • 5+ years of business analysis experience supporting enterprise software implementations, including requirements validation, solution evaluation, and business process analysis.
  • Strong facilitation skills leading discovery sessions, stakeholder workshops, design reviews, and solution validation activities.
  • Experience defining and validating future-state processes, workflows, roles,
    business rules, and organizational requirements.
  • Experience evaluating configurable software solutions, configuration options,
    implementation trade-offs, and proposed customizations, with preference for
    standard functionality.
  • Experience defining integration, data migration, and reporting requirements,
    including interfaces, data mapping, analytics, and data quality requirements.
  • Experience supporting user acceptance testing (UAT), operational readiness,
    deployment, and post-go-live stabilization.
Other:
  • Experience delivering projects using EHS platforms, preferably with Cority or Intelex, strongly preferred.
  • Experience supporting Computerized Maintenance Management Systems, preferably with eMaint, would be considered a strong asset.
  • Knowledge of EHSQ and related operational functions (e.g. incident and corrective action management, risk assessments, audits and inspections, work permits and safe-work processes, contractor management, environmental monitoring, occupational health) is strongly preferred.
  • Knowledge of applicable regulatory and management-system frameworks, such as CSA N286, GMP, ISO management systems, or similar regulated-environment requirements, would be considered an asset.
  • Experience supporting industrial and regulated environments would be considered an asset.
  • Experience defining or supporting integrations with Microsoft Entra ID, Workday, or comparable identity and HR systems would be considered an asset.
  • Demonstrated ability to work effectively under ambiguity, challenge unnecessary complexity, and maintain project momentum through timely decisions.
  • Excellent communication (written and verbal) in English is required.
  • Must be authorized to work in Canada and be available for on-site meetings or work sessions in Vancouver for the duration of the project.
