Project Management:
On behalf of our client, Procom is searching for a Project Manager III. This position is a hybrid position with 3 days onsite at our client’s Vancouver office.
Project Manager III- Job Description:
The Project Manager will be responsible for leading the design and implementation of complex, cross-functional business transformation initiatives.
This includes end-to-end project planning, execution, and delivery across multiple workstreams, ensuring projects are delivered with quality on time, within scope, and on budget.
This functional PM role will involve both project management and business analysis, and will support transition and change management.
The successful candidate will work within a matrix environment, coordinating across business, technology, and operational teams while managing stakeholder relationships at all levels.
Project Manager - Responsibilities:
- Lead end-to-end project delivery across design and implementation phases, from initiation and planning through to deployment and closeout
- Facilitate working sessions, design reviews, planning sessions, and decision-making forums with business operations, technology, change, benefits, and senior stakeholders.
- Define and confirm problem statements, outcomes, scope, assumptions, constraints, dependencies, and success measures so that project work is targeted, achievable, and aligned to program objectives.
- Develop and maintain integrated project plans, schedules, milestones, resource plans, RAID logs, decision logs, action registers, change request records, and governance materials.
- Estimate effort, sequence work, manage interdependencies across workstreams, and coordinate cross-functional delivery teams including operations leads, SMEs, business analysts, designers, developers, testers, change practitioners, and vendor resources.
- Develop forecasts, track actuals, review variances, support accruals and financial reporting, and work with finance and leadership to maintain budget discipline and transparency.
- Prepare or support business cases, funding requests, executive updates, steering committee materials, status reports, and other governance deliverables required for informed decision-making.
- Partner with business design teams to support current-state assessment and process mapping, requirements gathering, business and gap analysis, future-state process and operating model design, and traceability from desired outcomes to delivery scope.
- Partner with technology teams to ensure development, configuration, testing, defect resolution, release planning, and implementation activities are completed on time and achieve the intended outcomes.
- Partner with change and transition teams to develop change impact assessments, communication plans, learning materials, readiness plans, go-live support models, and transition-to-operations plans.
- Partner with benefits measurement teams to define metrics, KPIs, dashboards, baseline measures, target benefits, and post-implementation reporting that demonstrate whether business outcomes are being achieved.
- Manage project quality by setting clear deliverable expectations, reviewing work products, ensuring appropriate approvals, and maintaining complete, current, auditable project documentation.
- Proactively identify risks, issues, dependencies, capacity constraints, scope changes, and stakeholder misalignment; recommend options and escalate decisions at the right level.
- Working session materials, problem statement, guiding principes, and project scope; project approach, plans, and schedules, level of effort estimates, project forecasts and financial reports, business cases, project control logs, status reports, support with business design deliverables, process maps, tech development and testing plans and trackers, benefits estimates and trackers, input into metrics, KPIs, and report design; input into change impact assessments; input into communications, training, and transition to operations materials; etc.
Project Manager - Mandatory Skills:
- 7+ years of project management experience with a proven track record of delivering complex, cross-functional projects, preferably in technology-enabled business transformation, modernization, or operating model change
- Demonstrated ability to deliver projects on time, within scope, and within budget while managing quality, ambiguity, competing priorities, and multiple workstreams.
- Experience developing and managing project plans, schedules, milestones, financial forecasts, status reports, RAID logs, decision logs, and governance materials.
- Strong stakeholder management skills, including the ability to facilitate working sessions, navigate complex stakeholder environments, build effective relationships, influence without direct authority, and communicate with working teams through executive sponsors.
- Proven experience working in a matrix organizational environment with cross-functional teams, shared accountabilities, and multiple reporting relationships.
- Experience supporting business design and implementation, technology design and implementation, change management, go-live planning, and deployment activities.
- Proven ability to work effectively as both a self-starter / individual contributor and as part of a broader team.
- Strong written and verbal communication skills, including the ability to produce clear, concise, decision-ready materials for leadership and operational audiences.
- Experience in the insurance industry and/or public sector is required; candidates with both are strongly preferred
- Demonstrated ability to drive process improvement initiatives, identifying inefficiencies and implementing sustainable solutions
- Strong analytical and problem-solving skills with high attention to detail
- Strong understanding of Lean and SAFe (Scaled Agile Framework) methodologies, with the ability to apply agile principles in a hybrid delivery environment
- Hands-on experience using Azure DevOps to manage end-to-end project delivery, including linking work items to milestones, tracking progress across teams, and maintaining visibility for stakeholders
- PMP, PgMP, or equivalent project/program management certification is strongly preferred (or demonstrated equivalent experience)

- Ability to coach team members, build delivery discipline, and contribute to program-level project management best practices.
- Lean, Six Sigma, or Prosci certification an asset
