Project Manager

On behalf of our client, Procom is seeking a Project Manager for a term staff position in Vancouver BC.

Project Manager to the implementation of a Lawyer Quality Assurance Framework. This work will follow on from a previous project that produced a report laying the foundation for enhanced quality assurance and supports to service providers. The initial work will focus on early-implementation and the establishment of a longer-term plan to address the implementation of the full framework.

The Project Manager will work to support strategic initiatives undertaken by LABC, focused on the implementation of the framework. Reporting to the Manager of the Project Management Office (PMO), key responsibilities of the role include:

  • Leading projects through initiation, planning, execution, monitoring and control, implementation, transition and closure.
  • Defining scope, objectives, deliverables, success measures, governance, milestones and acceptance criteria with sponsors and stakeholders.
  • Developing and maintaining integrated project plans, schedules, budgets, forecasts, resource plans and reporting.
  • Selecting and applying an appropriate delivery approach, including predictive, agile or hybrid practices, and facilitating required ceremonies and reviews.
  • Leading cross-functional teams, clarifying accountabilities, coordinating dependencies and maintaining momentum across workstreams.
  • Managing project scope, schedule, budget, quality, resources, risks, issues, assumptions, decisions and changes.
  • Providing concise, decision-oriented status reporting and escalating material concerns with options and recommendations.
  • Managing vendor-delivered work, including procurement support, onboarding, deliverables, performance, invoices, dependencies and contractual alignment.
  • Planning and coordinating stakeholder engagement, communications, business analysis, change management, testing, training, implementation and readiness activities.
  • Partnering with business and technology teams to support architecture, security, privacy, data, operational-readiness and transition requirements, as applicable.
  • Ensuring project documentation, approvals and records are complete, current and maintained in accordance with PMO and organizational standards.
  • Conducting project-close activities, including acceptance, transition, financial closure, lessons learned and benefits handoff.



KEY ACCOUNTABILITES:
 

  • Approved project charter, governance structure, delivery approach and integrated project management plan.
  • Current schedule, budget, forecast, resource plan, RAID and decision logs, change records and status reports.
  • Clear and timely sponsor, steering committee and stakeholder materials that support informed decisions.
  • Coordinated delivery of approved scope and outcomes within established schedule, budget, quality and risk tolerances.
  • Effective vendor and stakeholder management, with dependencies, commitments and performance actively managed.
  • Implementation and transition activities completed with appropriate readiness, acceptance and closeout evidence.

QUALIFICATIONS:
 
  • The ideal candidate will have strong Project Management experience, having led business and technology projects across a diverse project portfolio. Experience relating to quality assurance and service delivery will be an asset. A strong foundation in Organizational Change Management will also be an essential skill to the successful delivery of this work. Experience working in government or nonprofit organizations is key, and leading a multiple, concurrent projects may be required. Other requirements include:
  • Minimum five years of progressively responsible project management experience, including leadership of complex, cross-functional projects.
  • Demonstrated success managing multiple concurrent priorities and delivering with limited supervision.
  • Experience across varied project types, such as business process, service delivery, organizational change, operational improvement and technology-enabled initiatives.
  • Strong knowledge of project governance, planning, financial management, risk and issue management, change control, reporting and benefits-oriented delivery.
  • Experience managing vendors and contracted services, including deliverables, performance, dependencies and commercial considerations.
  • Ability to tailor predictive, agile and hybrid methods to the needs, complexity and risk of the work.
  • Excellent leadership, facilitation, negotiation, judgment and written and verbal communication skills.
  • Demonstrated initiative, accountability and ability to anticipate issues, develop practical options and drive decisions and follow-through.
  • Proven experience facilitating and leading organizational change management activities involving internal and external parties.
  • Public-sector, justice, legal-services or broader social-services experience is an asset.
