Senior Business Analyst:
On behalf of our public health sector client, Procom is searching for a Senior Business Analyst for a 6-month role. This position is a hybrid position with up to 5 days onsite at our client’s Toronto, Ontario office.

Senior Business Analyst - Job Description:
The Agency is undertaking a large-scale transformation to modernize the provincial provider identity, authentication, and access (IAA) ecosystem. This work is essential to enabling secure, interoperable digital health services and ensuring consistent provider experiences across the Agency system.

Senior Business Analyst - Responsibilities:
• Create detailed, testable user stories and acceptance criteria for complex workflows, system integrations, and identity/access management solutions.
• Develop and manage detailed data requirements for complex system integrations and IAM solutions.
• Independently analyze, clarify, decompose, and document high-complexity functional requirements.
• Collaborate with solution integrators and large vendor teams.
• Produce clear, structured, unambiguous acceptance criteria suitable for architects, testers, and integrators.

Senior Business Analyst - Mandatory Skills:
• 7+ years of Business Analysis experience, with at least 3 years in senior BA roles supporting large-scale digital or identity-related programs.
• Proven experience creating detailed, testable user stories and acceptance criteria.
• Proven experience developing and managing detailed data requirements for IAM solutions.
• Strong understanding of Agile delivery frameworks, including writing INVEST-compliant user stories.
• Proficiency with tools including Azure DevOps, Confluence, Miro/Lucid, Visio, and Excel.
• Exceptional written communication skills.

Senior Business Analyst – Nice-to-Have Skills:
• Knowledge of digital identity frameworks such as OIDC, OAuth 2.0, SAML, or NIST 800-63.
• Experience working in health information management or digital health ecosystems.
• Familiarity with public-sector governance, privacy, and cybersecurity considerations.
• Experience working with solution integrators and large vendor teams.
• Public Sector Experience.

Senior Business Analyst – Assignment Length:
This is a 6-month contract position.

Senior Business Analyst - Start Date:
ASAP.

Senior Business Analyst - Assignment Location:
Toronto, Ontario, Canada. Hybrid work model with up to 5 days onsite, subject to hiring manager’s discretion.
