Sr Programmer/Analyst:
On behalf of our healthcare client, Procom is searching for a Sr Programmer/Analyst for a permanent role. This position is a hybrid position with 2 to 3 days onsite at our client’s location in Houston, TX area  (Bellaire)  

Sr Programmer/Analyst - Job Description:
The Sr Programmer/Analyst will be responsible for organizing and administering the configuration and development of our client's Health Plan information systems. The role involves devising and designing technical requirements, as well as documenting and developing well-defined methods, procedures, programs, and configurations for system delivery.

Sr Programmer/Analyst - Responsibilities:
• Analyzes and determines computerized solutions for compliance with regulatory agencies and strategic plans.
• Appraises effectiveness of systems flow, data usage, and processes to identify inefficiencies.
• Develops, designs, and modifies technical specifications for the Health Plan.
• Coordinates the design and implementation of new systems and modifications to existing systems.
• Controls system configuration and development processes by establishing standards and taking corrective action.
• Delegates tasks and responsibilities to team members.
• Performs independent programming for complex problem segments.
• Analyzes system performance and optimizes programs.
• Provides configuration, tuning, and upgrades to systems as needed.
• Develops and administers data verification methods and plans.
• Performs system integration testing to ensure system integrity.
• Prepares documentation concerning program and configuration issues, bugs, and resolutions.
• Provides emergency support for malfunctioning systems.
• Participates in meetings concerning user consulting, systems analysis, and vendor contracts.
• Provides expert consultation for strategic planning in data flow and analysis.

Sr Programmer/Analyst - Mandatory Skills:
• Eight years of experience in major system design and implementation (Bachelor’s degree will substitute for four years of experience).
• Expert knowledge of current application and system development techniques.
• Proficiency in SQL Server 2005/2008, SQL Integration Services, SQL Server Analysis Services, and SQL Server Reporting Services.
• Strong skills in Visual Studio 2005/2010, with a preference for C# and object-oriented programming.
• Basic understanding of XML.
• Excellent logic, analytical, and communication skills.
• Ability to work in a team-oriented environment and adapt to different technical experience levels.

Sr Programmer/Analyst – Nice-to-Have Skills:
• Experience in Project Management or Project Leadership.
• Experience with managed care systems.
• Familiarity with ASP.NET or Silverlight.

Sr Programmer/Analyst – Assignment Length:
This is a 6 month plus hybrid contract with possible extensions
