Job Description

BMO is currently sourcing for a Senior Sourcing Manager, External Labor (Grade 8).
This is a hybrid contract role in Toronto (2 days in office per week).

Role Overview:
The Senior Sourcing Manager leads end-to-end strategic sourcing for BMO’s external labor category, including professional services, advisory, staff augmentation, technology services, and managed services across onshore, nearshore, and offshore models. This role partners with business leaders to align sourcing strategies with workforce needs and transformation initiatives. The position drives complex sourcing deals and shapes the future workforce sourcing model, delivering significant enterprise-wide impact.

Key Responsibilities:

• Provide strategic input and recommendations to senior leaders on sourcing strategy and new initiatives.
• Develop and execute category management frameworks and sourcing strategies for the External Labor portfolio.
• Manage sourcing projects including RFI/RFP processes, supplier selection, and contract negotiations.
• Conduct market and supply analysis to optimize supplier mix and identify preferred suppliers.
• Lead development and management of commercial models such as rate cards, markup frameworks, and milestone-based SOW pricing.
• Identify and implement demand management and cost reduction opportunities while maximizing value.
• Partner with HR and workforce planning to align sourcing strategies with workforce demand signals.
• Evaluate suppliers, perform risk assessments, and manage supplier contract lifecycle activities.
• Deliver strategic consulting on sourcing frameworks, deal structuring, and supplier negotiations.
• Prepare and present data-driven reports and strategy recommendations to senior leadership.
• Manage multiple programs/projects, resolve conflicting priorities, and apply risk-informed decisions aligned with business strategy.
• Maintain and promote procurement best practices, continuously upgrading sourcing methodologies.

Must-Have Skills:

• 7+ years of strategic sourcing, supply chain, or procurement experience with a related post-secondary degree or equivalent.
• Expertise in sourcing/procurement processes, procedures, and controls.
• In-depth knowledge of risk and regulatory requirements with demonstrated risk assessment ability.
• Strong negotiation skills with proven supplier contract negotiation experience.
• Advanced analytical and problem-solving skills with data-driven decision-making capability.
• Excellent verbal and written communication skills with ability to influence at all managerial levels.
• Advanced Excel and spreadsheet analysis skills.

Nice to Have Skills:

• Experience in External Labor category including contingent workforce, staff augmentation, and SOW-based professional services sourcing.
• Familiarity with external labor program models and tooling such as VMS/MSP environments.
• Experience building and implementing commercial models aligned to service levels and business outcomes.
• Ability to produce executive-ready strategy and risk summaries for complex, high-value engagements.

Ideal Candidate:

• Proven track record in leading transformation or implementation of sourcing programs.
• Experience managing and developing junior team members in a sourcing or procurement environment.
• Strong capability to connect disparate data sources and provide actionable insights.
• Ability to communicate complex sourcing strategies effectively through presentations and storytelling.
